The phrase "the other is not yet come; and when he cometh, he must continue a little while" pertains to the future emergence of the United Nations, which is predicted to exist for a short duration. Returning to the metaphor of iron and clay, it can be said that the UN is the extension of the Roman Empire, constituting its second phase.
